Where, OCHR has prominent achievements all along with promising future interventions as well, it also admire and encourage the sacrifices and generous efforts of international communities helping Afghanistan’s development and stability.

Abdulmajid Zurmatai is a seasoned humanitarian leader and senior executive dedicated to strengthening Afghanistan’s humanitarian and development landscape. With a career spanning program management, organizational leadership, and institutional development, he brings a proven record of guiding complex, multi-sectoral initiatives that improve lives and reinforce community resilience.

As the Executive Director and Head of Programs at the Organization for Coordination of Humanitarian Relief (OCHR), Abdulmajid provides strategic vision, governance oversight, and executive leadership across nationwide humanitarian operations. He is recognized for his ability to translate urgent humanitarian priorities into effective, accountable, and high-impact programs that meet the highest standards of donor compliance, safeguarding, and international humanitarian principles.

Throughout his career, he has led donor-funded portfolios, strengthened organizational systems, and built strong partnerships with UN agencies, clusters, government bodies, and international stakeholders. His expertise spans program design, MEAL systems, risk management, and institutional sustainability—supported by a leadership style grounded in integrity, strategic thinking, and a deep commitment to serving vulnerable communities.

Abdulmajid continues to champion excellence, accountability, and innovation in humanitarian action, ensuring that organizations remain responsive, resilient, and aligned with the evolving needs of the people they serve.

Abdulmajid Zurmatai, Executive Director

Taufiq Ahmad is a distinguished humanitarian operations leader, serving as Deputy Director and Head of Operations at the Organization for Coordination of Humanitarian Relief (OCHR) in Afghanistan, As a key member of the senior leadership team. In this role, he provides strategic and operational excellence across administration, operational governance, compliance assurance, financial and operational controls, and transparency, ensuring sustainable, accountable, and high-impact humanitarian and development interventions.

Known for his commitment to excellence, integrity, transparency, and resilient operations, Mr. Ahmad collaborates closely with the Executive Director and leadership team to maintain sound internal controls, promote persistent coordination, and ensure effective implementation aligned with both national and international policies, thereby achieving overall strategic objectives. His professional expertise includes compliance frameworks, internal controls, operational risk management, institutional strengthening, and integrating sustainability principles into complex humanitarian contexts.

Mr. Ahmad holds postgraduate degrees in International Business and Sustainability Leadership, as well as Finance and Operations Management, bringing a strategic, systems-oriented, and sustainability-focused approach to governance and operational effectiveness in humanitarian interventions.

Taufiq Ahmad, Deputy Director

Faisal Raofi, Finance Manager

Mr. Faisal Raofi is a finance and accounting professional with over 11 years of experience in financial management, internal control, risk management, and compliance within national and international organizations. He holds a Master’s degree in Finance and Management and brings strong expertise in budgeting, forecasting, financial analysis, and financial risk mitigation.

Mr. Raofi previously served as Deputy Director and Head of Internal Control and Compliance at the Organization for Coordination of Humanitarian Relief (OCHR), where he played strategic role in strengthening internal control systems, enhancing financial governance, and ensuring compliance with organizational and donor requirements.

Currently serving as Finance Manager at OCHR, Mr. Raofi is responsible for overseeing financial operations, managing financial risks, and supporting strategic decision-making through accurate financial planning and reporting. He is recognized for his analytical approach, strong leadership capabilities, and commitment to transparency and sound financial management in the humanitarian sector.

Khyber Zwak, Admin Manager

Mr. Khyber Zwak is an administration and project management professional with over 14 years of experience working with national and international governmental and non-governmental organizations. He holds a Diploma in Business Administration from Kardan University and a Bachelor’s degree in Languages and Literature from Nangarhar University.

Since 2011, Mr. Zwak has contributed to the effective implementation of humanitarian and development projects through strong administrative leadership, operational coordination, and organizational support. He has successfully managed multiple large-scale projects, ensuring efficiency, compliance, and results-driven delivery.

Currently, serving as Admin Manager at the Organization for Coordination of Humanitarian Relief (OCHR), Mr. Zwak oversees administrative operations, supports organizational efficiency, and strengthens internal coordination. He is recognized for his strong communication skills, strategic mindset, and commitment to effective humanitarian action.

Milad Hakimi, HR Manager

Milad Hakimi is a dedicated finance and human resources professional with a Master’s degree in Finance. He brings over six years of progressive experience in administrative finance, HR management, and internal control roles across various organizations, where he has developed strong expertise in Human Resource Management, budget development, financial reporting, compliance, and organizational governance.

Currently, serving as HR Manager at OCHR, Milad is responsible for overseeing human resources management, administrative systems, and institutional development, while continuing to apply sound HR principles in managing organizational Human Resource.

Milad’s commitment to thorough and transparent financial practices is a hallmark of his contributions to OCHR. His meticulous approach to financial management not only safeguards the organization’s assets but also fosters trust and confidence among stakeholders. Through his dedication and expertise, Milad Hakimi continues to drive financial excellence within the organization, contributing significantly to its mission and goals.

Mohammad Aman Ahmady, Procurement Manager

Mr. Mohammad Aman Ahmadi is an experienced software development specialist with a Bachelor’s degree in Computer Science from Kabul University. He has over 10 years of experience in development and 8 years in the humanitarian sector, where he has held various leadership roles such as Provincial Manager, Zone Manager, and Program Manager.

Currently, Mr. Ahmadi serves as the Procurement Manager at OCHR, where he leads procurement planning, manages contracts, prepares technical documentation for projects, and coordinates with suppliers to ensure timely and efficient delivery. His strong background in both technical and managerial fields enables him to bring strategic oversight, transparency, and effectiveness to OCHR’s procurement processes, aligning all activities with the organization’s mission and values.

Sadaf Sarwary, GBV, Safeguarding and Protection Specialist

Mrs. Sadaf Sarwary is holding a bachelor degree in Law and Political Science with an exceeding potential of litigation for women’s rights advocacy and elimination of gender discrimination towards women.

Her 10 years of professional life involves engagement in administrative counter corruption activities, women access to education, women welfare and access to justice. She has been offering her services to national and subnational organization as a licensed defendant lawyer—including women’s rights advocate with national non-governmental organizations (NNGOs) and Administrative Office of the President (AoP). She has been rewarded with ‘Best Female Advocate 2016’ award by the Afghanistan Independent Bar Association (AIBA).

Mrs. Sarwary is extending her services as GBV, Safeguarding and Protection Specialist to OCHR—Human Rights is fundamental to her work mitigating the gender-based violence and protect the rights of women, children and marginalized groups, Whereas, she has strictly adapted itself to the United Nations’ Security Council resolution (S/RES/1325) on women, peace and security.

Ms. Jamila Ahmadi holding a master degree in Disaster and Environmental Management makes her academically qualified at critical intersection between disaster management and environmental sustainability, through development and humanitarian response.

She has garnered career-oriented goals through extensive experience across development and humanitarian interventions in her eight years engagement with NNGOs, INGOs and UNOCHA in Afghanistan, with a significant contribution towards gender equality and humanitarian efforts.

Mrs. Ahmadi is offering her services to OCHR as Environmental Specialist—Her unwavering commitment pertinent to OCHR is a testament of transformative advocacy for women’s rights through environmental sustainability encompassing humanitarian and development efforts.
