Where, OCHR has prominent achievements all along with promising future interventions as well, it also admire and encourage the sacrifices and generous efforts of international communities helping Afghanistan’s development and stability.

Abdul Basir Haqmal is a distinguished engineer and project manager who has dedicated his career to fostering development and Humanitarian in Afghanistan. Abdul Abdul Basir Haqmal has dedicated his career to humanitarian efforts in Afghanistan, using his engineering expertise to significantly improve living conditions and promote development. His humanitarian experience spans various critical infrastructure projects, each aimed at enhancing the quality of life for communities.

Currently, Haqmal serves as the executive director of the Organization for Coordination of Humanitarian Relief (OCHR). In this role, he provides strategic leadership, oversees operational management, and ensures the successful implementation of various projects. His responsibilities also include engaging with stakeholders, mobilizing resources, building team capacity, and monitoring and evaluating project outcomes. Haqmal’s extensive experience and leadership skills have been critical to the organization’s mission, vision and core value. Through his dedicated efforts, he continues to drive significant progress and innovation in Afghanistan.

Faisal Raofi, Deputy Director

Mr. Faisal Raofi is a highly skilled finance and accounting professional with eight years of experience in financial analysis and risk management. He holds a Master’s Degree in Finance and Management. Throughout his career, Mr. Raofi has developed expertise in financial modelling, budgeting, and forecasting, along with a proven track record in analysing market trends, identifying growth opportunities, and managing financial risks. His advanced skills in creating financial models and forecasts have significantly informed strategic decision-making processes in various organizations. Additionally, Mr. Raofi has substantial experience in implementing robust internal control systems to safeguard organizational assets and ensure compliance.

Currently, Mr. Raofi serves as the Deputy Director and Head of Internal Control and Compliance at OCHR. In this role, he has demonstrated exceptional proficiency in navigating complex financial landscapes. His responsibilities include developing and executing leadership strategies, managing financial risks, and establishing strong internal risk control measures. Mr. Raofi’s strategic insights and meticulous approach to risk management have been instrumental in guiding the organization toward growth and stability.

Husna Obaidee, HR Manager

Husna Obaidee is a proficient software development specialist with a Bachelor’s degree in Computer Science (BCS) from Bakhtar University, Kabul. With a rich background that extends over five years in Human Resource Management, Ms. Obaidee has garnered extensive experience working with both international and domestic non-governmental organizations.

Since joining the OCHR HR team in 2022, she has been instrumental in crafting HR strategies alongside senior management. Her portfolio includes spearheading human resource planning, optimizing staff performance, facilitating HR audits, and producing precise monthly attendance analytics.

In addition to her core HR functions, Obaidee adeptly manages field office documentation and rigorously oversees staff appraisals, ensuring meticulous approval of monthly reports, payrolls, and timesheets. Her responsibilities extend to maintaining employee discipline and managing terminations, reflective of organizational policy adherence.

Significantly, Obaidee is a member of the Senior Management Team (SMT), contributing to strategic organizational leadership and ensuring the integration of HR perspectives at the executive level. Her role in the SMT highlights her influence and underscores her comprehensive involvement in organizational development.

Ahmad Taha Nesar holds a Bachelor of Arts degree in Social Science with a focus on Languages and Literature from the English Department. With 11 years of experience in the humanitarian sector, Mr. Nesar has held various managerial positions, including Project Manager, Program Assistant, MEAL Officer, and Program Manager with national NGOs. He joined OCHR in November 2021, bringing with him extensive expertise in fundraising, project management, and development.

Currently, Ahmad Taha Nesar serves as the Program Manager for OCHR. In this role, he collaborates with the program departments to develop project proposals, work plans, and strategic initiatives. His responsibilities encompass overall program management, including fundraising, donor communication, project implementation, proposal writing, and technical design. He plays a crucial role in annual planning and budgeting, ensuring the successful execution of projects. Mr. Nesar also oversees the development of proposals, planning, and technical reporting, ensuring the effective implementation of ongoing projects at both national and regional levels.

Mr. Nesar’s management of OCHR’s programs ensures that the initiatives align with the organization’s mandate, vision, and mission. His strategic approach and dedication to program excellence have significantly contributed to the organization’s success, fostering growth and sustainability in the humanitarian efforts OCHR undertakes. His leadership and management skills continue to drive OCHR’s mission forward, ensuring impactful and sustainable outcomes.

Ahmad Taha Nesar, Program Manager

Milad Hakimi, Finance Manager

Milad Hakimi is a dedicated finance professional with a Bachelor of Business Administration from Maiwand University. He has amassed over five years of experience in administrative finance roles across various organizations, honing his expertise in budget development, financial reporting, and compliance. Since joining the finance team at OCHR in 2020, Milad has played a crucial role in ensuring the organization’s financial stability and adherence to financial policies and donor requirements.

Milad Hakimi Currently serve as Finance Manager at OCHR, in this roles he is responsible for maintaining accurate financial records, verifying transactions, and participating in supplier selection committees. His diligent work includes conducting monthly financial analyses, performing cash reconciliations, and establishing controls to prevent financial mismanagement. Through these efforts, Milad Hakimi ensures the financial integrity of the organization and supports its strategic objectives.

Milad’s commitment to thorough and transparent financial practices is a hallmark of his contributions to OCHR. His meticulous approach to financial management not only safeguards the organization’s assets but also fosters trust and confidence among stakeholders. Sadaf Sarwary, GBV, Safeguarding and Protection Specialist

Mrs. Sadaf Sarwary is holding a bachelor degree in Law and Political Science with an exceeding potential of litigation for women’s rights advocacy and elimination of gender discrimination towards women.

Her 10 years of professional life involves engagement in administrative counter corruption activities, women access to education, women welfare and access to justice. She has been offering her services to national and subnational organization as a licensed defendant lawyer—including women’s rights advocate with national non-governmental organizations (NNGOs) and Administrative Office of the President (AoP). She has been rewarded with ‘Best Female Advocate 2016’ award by the Afghanistan Independent Bar Association (AIBA).

Mrs. Sarwary is extending her services as GBV, Safeguarding and Protection Specialist to OCHR—Human Rights is fundamental to her work mitigating the gender-based violence and protect the rights of women, children and marginalized groups, Whereas, she has strictly adapted itself to the United Nations’ Security Council resolution (S/RES/1325) on women, peace and security.

Mr. Abdul Manan Malgari holds a Master’s degree in Engineering Management from Abaseen University in Peshawar, Pakistan. With 16 years of experience in development and five years in the humanitarian sector, he has built a diverse career encompassing roles such as civil engineer, technical facilitator, chief engineer, and procurement manager. His extensive background highlights his ability to adapt and excel in various technical and managerial positions.

Currently, Mr. Abdul Manan Malgari serves as the Procurement Manager at OCHR. In this role, he is responsible for managing ongoing project plans, reviewing weekly project progress, and making decisions to resolve any issues that arise. His duties include preparing Requests for Quotations (RFQs), evaluating bids, approving submittals, verifying payments, and managing contracts. Additionally, he prepares Bills of Quantities (BOQs) and technical specifications for WASH construction projects. Mr. Malgari also liaises with suppliers to schedule or expedite deliveries, resolve shortages, and address missed or late deliveries. He supervises the preparation of orders and follows up to ensure timely delivery and shipment.

Mr. Malgari’s management of OCHR’s procurement processes ensures that all initiatives align with the organization’s mandate, vision, and mission. His strategic oversight and commitment to excellence in procurement contribute significantly to the successful execution of OCHR’s projects. Through his expertise and dedication, he plays a vital role in fostering growth and efficiency within the organization, ensuring that resources are utilized effectively to achieve humanitarian objectives.

Ms. Jamila Ahmadi holding a master degree in Disaster and Environmental Management makes her academically qualified at critical intersection between disaster management and environmental sustainability, through development and humanitarian response.

She has garnered career-oriented goals through extensive experience across development and humanitarian interventions in her eight years engagement with NNGOs, INGOs and UNOCHA in Afghanistan, with a significant contribution towards gender equality and humanitarian efforts.

Mrs. Ahmadi is offering her services to OCHR as Environmental Specialist—Her unwavering commitment pertinent to OCHR is a testament of transformative advocacy for women’s rights through environmental sustainability encompassing humanitarian and development efforts.

Jamila Ahmadi, Environmental Specialist

Sayed Jamshid Shahabzada, Public Relation Manager

Mr. Sayed Jamshid Shahabzada is a seasoned professional with a diverse background of expertise spanning several years across various organizations. He holds a Bachelor of Science in Geo Science Engineering from Kabul University.

Mr. Sayed Jamshid expertise ranges from administrative and logistics management within the Organization For Coordination of Humanitarian Relief to geographic data management and mapping with the Ministry of Mines and Petroleum. He has also contributed his skills in monitoring and evaluation for the US-Embassy’s GPI Program under the Ministry of Counter Narcotics, and has a background in civil engineering, where he focused on project management, technical drawings, and quality assurance.

Currently, Mr. Shahabzada serves as a Public Relation Manager, where he is responsible for managing communications, public consultations, and reporting. His role involves organizing public debates, coordinating with government ministries, and ensuring project compliance with donor requirements and objectives. Additionally, Mr. Sayed Jamshid plays a critical role in translating project proposals and preparing official documentation, leveraging both his technical and communicative strengths.

Mohammad Wais Ayubi holds a B.Sc. degree in Agriculture from Kabul University. Despite his academic background in agriculture, Mr. Ayubi has demonstrated exceptional skills and qualifications in administrative and logistical roles. His expertise has proven to be a valuable asset to the Organization for Coordination of Humanitarian Relief (OCHR), where he began his career in November 2021.

Initially joining OCHR as an Admin and Logistics Officer, Mr. Ayubi worked across various provinces, showcasing his profound and proactive approach to administrative tasks. His responsibilities included coordinating logistics, managing supplies, and supporting field operations. His exceptional performance and dedication to his role earned him recognition and led to his promotion to Admin Manager at the OCHR head office. Throughout his career, Mr. Ayubi has been involved in planning and coordinating administrative procedures, recruiting and training personnel, and assessing staff performance to ensure maximum efficiency.

Currently, as the Admin Manager, Mohammad Wais Ayubi oversees the smooth operation of the administrative functions within OCHR. His responsibilities include devising ways to streamline processes, ensuring the adequate flow of information within the organization, managing schedules and deadlines, and monitoring office supplies and budgetary constraints. He also plays a crucial role in budget preparation, cost monitoring, and ensuring compliance with organizational policies and regulations. Through his strategic oversight and meticulous attention to detail, Mr. Ayubi continues to enhance the operational efficiency and effectiveness of OCHR, contributing significantly to the organization’s mission and objectives.
